      <image:title>Fannie Mae - Challenging Fannie Mae</image:title>
      <image:caption>As the the homeownership boom was at its height, the market was about to take a turn. The rapid gains in home equity were beginning to diminish and the industry was looking for ways to deal with what would become the foreclosure crisis and the great recession. However, some of those reactions punished mortgage borrowers simply due to the ZIP code where they were hoping to buy a home. As stories of Fannie’s policy to charge higher down payments for homes in ZIP codes they deemed risky, Collaborative founder Rob Breymaier went into action. He began collecting data to analyze the impact of the new policy. IT became clear that the policy was going to harm communities of color and diverse communities disproportionately. At that point the plan sprung into action. A petition drive to change the policy began gaining hundreds of signature. Media sources from local newspapers to nationwide public radio shows were contacted and picked up on the story. And, building on his network of advocates across the country, the effort was transformed to a national movement. Within months, Rob brought a team of experts to meet with Fannie Mae and demonstrate the harm of the policy. Shortly following that meeting, Fannie Mae reversed course and halted the policy. The result ensured equal terms and conditions for all borrowers regardless of neighborhood.</image:caption>

      <image:title>ExpFHEA - Identifying Opportunity and Equity</image:title>
      <image:caption>When HUD published its guidance on Fair Housing and Equity Assessments (FHEAs), it was a welcomed by both governments and advocates alike. The new FHEA format would allow analysis of segregation, concentrations of poverty, and opportunity at the regional level. HUD was providing a robust set of data for use in FHEAs while allowing for local data to be included to supplement and explain unique situations within and between metro areas.  Collaborative experiences with opportunity mapping and cutting edge affirmative furthering programs in the Chicago region made it possible to provide a model FHEA for the Chicago region. It ended up influencing FHEAs in other regions and Assessments of Fair Housing (AFHs) in the Chicago area. Following the publication of the FHEA for the Chicago Region, local governments, community advocates, and affordable housing developers leveraged its findings and action plan to improve housing, community development, and racial equity efforts.  The Collaborative can provide similar actionable research, policy, and advocacy for governments, advocates, and other community stakeholders.</image:caption>

      <image:title>ExpPD - Community Development in Service to the Community</image:title>
      <image:caption>The Austin community in Chicago has often been overlooked and underserved. One of the largest community areas in Chicago, Austin provides abundant opportunity on Chicago’s west side. Two L lines, Metra train service, and multiple bus routes make it transit rich and ripe for Equitable Transit Oriented Development (eTOD). It is also home to some of the finest historic housing stock in the city, including two- and three-flats.  Austin is also home to a historic Black population that spans income brackets and many small businesses and corridors by the community and for the community.  Austin’s residents and community organizations identified priorities for the community including the need for more safe, decent, affordable housing and community reinvestment.  Thus, Austin Ascending was launched. the program provided small grants to leverage further capital to reinvest in Austin’s two- and three-flats. The program provided funds primarily to residents, primarily Black women, were longtime owners of two- and three-flats with units that had been vacant for more than two years. The program provided them with funding and technical assistance based on their needs. It resulted in hundreds of thousands of dollars invested in the community’s traditional residents. And, those funds added scores of rehabbed affordable housing units that the community needed. The recipients also had opportunities to network together to advocate for additional improvements such as beautification programs, street repairs, and community policing. The program was built from the ground up and can be adapted and scaled up for other communities.</image:caption>
